Those are the Royal Arms of the Principality of Island. This coat of arms has remained the same since the Norman conquest, and only some external elements regarding the ruling dinasty -which aren't shown here- changed overtime, after the extinction of the House of Normandy.

The coats of arms of the Principality's regions
English Isles: A simple pattern, St. George's cross, that shows the motherland of the original settlers, and a boat representing how they got to the Principality.Lytham: On the upper quarter, the Royal Arms of Normandy, showing that this was the first region conquered by its invasion. On the lower quarter, the hand on a wall represents the stone craftmanship of Lytham's inhabitants.
Midlands: A white-stripped shield surrounded by gold ribbons represent a book, that in turn represents the University of Cambridge as the main center of knowledge in the Principality. The book itself is surrounded by a green field, honouring the Midlands name: land between lands.
The North: The Royal Arms of Scotland surround a blue shield with a mythological sea creature. Legend says that the Scottish fishermen that first settled on the island arrived there following this creature, thus becoming it the ensign of its fiefdom.
Peninsula: Four white sails show the early industrial will of this southern region. The wheel represents commerce, enabled via the sea (blue field behind the sails) between Peninsula and continental Europe.Inheritance of Sandbach: Sandbach, the historical fiefdom of the Crown's heir, adopted the same arms of the Principality but with inverted colours on its creation in the aftermath of the National Rebellion, those being the same arms of the heirs to Island without their dinasty heraldry.South Channel: Between two lands lays the sea. Each rudder wheel represents a city -one on the main island and two on minor islands- and the three of them shows the main economic acivity of this region: sea commerce, that links both lands, as shown by the middle quarter.Duchy of Wessex: The old kingdom, reduced after the Norman invasion to a duchy, still holds its historical Saxon Royal Arms: a green dragon upon a grey field.Woldshire: The newest region of the Principality, that doesn't obbey to historical reasons but to the bourgeoisie efforts to create an industrial and economic powerhouse zone for Island. This ensign adopts an historical coat of arms, that shows a raised green land beneath the sky, and embelish it with a crowned greek head, that symbolizes reason and progress, and a mural crown, that represents desaffection upon the old feudal ways.
